Conditions for Admission of Foreigners and Stateless Persons to Prydniprovska State Academy of Civil Engineering and Architecture
1. Foreigners and stateless persons are admitted for studies at Prydniprovska State Academy of Civil Engineering and Architecture (hereinafter – PSACEA) in accordance with the Acts of Ukraine ‘On Higher Education’, ‘On Legal Status of Foreigners and Stateless Persons’, ‘On Ukrainians Abroad’, and ‘On Refugees and Persons in Need of Additional or Temporary Protection’, Decree of the President of Ukraine dd. 03 June 1994 No.271 ‘On Measures to Develop Economic Cooperation of the Ukrainian Regions with Adjacent Regions of the Republic of Belarus and Administrative Entities of the Republic of Moldova’ (except for applicants from the Republic of Belarus), Resolution of the Cabinet of Ministers of Ukraine dd. 12 September 2018 No. 729 ‘Issues of Obtaining Higher Education by Certain Categories of Persons’, and Order of the Ministry of Education and Science of Ukraine dd. 01 November 2013 No. 1541 ‘Some Issues of Recruitment and Training (Internship) of Foreigners and Stateless Persons’ registered with the Ministry of Justice of Ukraine on 25 November 2013 under No. 2004/24536, as well as Order of the Ministry of Education and Science of Ukraine dd. 02 December 2019 No. 1498 ‘On Approval of Guidelines To Establish Quotas for Obtaining Higher Education by Foreigners and Stateless Persons Within the Government Order According to International Treaties of Ukraine’ registered with the Ministry of Justice of Ukraine on 10 February 2020 under No. 153/34436, which is conducted by the Admissions Committee, Center for International Education and Cooperation and International Education Division of PSACEA.
Citizens of the Russian Federation and Republic of Belarus who do not have a permit of permanent (temporary) residence in Ukraine are admitted for studies upon the individual authorization of the Ministry of Education and Science of Ukraine.
2. Foreigners and stateless persons (hereinafter – Foreigners) may obtain higher education at the expense of individuals and / or legal entities, unless otherwise provided for by international treaties of Ukraine, the binding nature of which is approved by the Verkhovna Rada of Ukraine, legislation or agreements on international academic mobility between higher educational institutions.
Foreigners are admitted to PSACEA for state-funded studies in range of governmental quotas set for foreigners (except for foreigners and stateless persons, in particular foreign Ukrainians permanently residing in Ukraine, persons recognized as refugees and persons in need of additional protection).
To obtain bachelor’s, master’s and PhD degrees, Foreigners are admitted for completing studies under accredited educational programmes. PSACEA may also admit Foreigners for undergoing PhD courses and doctoral research studies, training programmes of the Preparatory Faculty (Department), and for learning the state language and/or language of instruction, as well as for postgraduate studies, skill upgrading and internships.
3. Foreigners may be admitted to PSACEA for studies in person and/or remotely.
The validity term of the invitation to studies should not exceed 1 year from the date of its registration with the ‘Electronic Journal’ Automated System that is maintained by the state-owned enterprise authorized by the Ministry of Education and Science of Ukraine.
Foreigners who received the invitation to studies registered with the ‘Electronic Journal’ Automated System that is maintained by the state-owned enterprise authorized by the Ministry of
Education and Science of Ukraine, and a package of services in information and advice support, as well as a visa to enter Ukraine for study purposes may participate in the distance admission.
In order to arrange distance recruitment of foreign citizens for higher education studies, PSACEA enters into an agreement with a partner organization that is a resident of the country of origin of applicants. The subject-matter of the said agreement is to deliver services in person identification and verification of original documents of applicants, arrangement of accepting their e-applications, and provision of premises and technical means for conducting online consultations and entrance tests by the higher educational institution.
The agreements may be concluded with organizations that meet the following requirements:
compliance of the area of premises for remote submission of documents, consultations and entrance tests with the established standards of quarantine restrictions in the country where recruitment is carried out;
providing applicants with personal protective equipment;
ensuring the procedure for applicants’ identification with the use of face recognition technologies, which includes verification of personal data (surname, name and patronymic (if available)), biometric data and their verification through the official (state) database;
ensuring the control of compliance with the integrity requirements during the entrance examination for Foreigners;
providing a place to store applicants’ phones, tablets and other electronic devices withdrawn for the time of taking the entrance examination;
providing a device for suppressing cellular and Internet networks;
providing video surveillance around the classroom where the entrance examination for Foreigners takes place by installing at least two video cameras;
providing technical equipment for video communication with the Examination Board of the educational institution in real time (computer, video-camera, microphone, TV or screen projector);
presence of at least two employees in the classroom to monitor compliance with the academic integrity requirements and provide technical support during the entrance examination for Foreigners;
providing all applicants with individual computers connected to the online platform of the institution, through which the entrance examination for Foreigners will take place;
providing consultations and trainings before the entrance examination for Foreigners in order to make aware of the rules for passing it remotely and using the online platform;
providing video recording of the entrance test, transfer of video material to the educational institution through the online platform, and storage of information and video materials after the entrance examination for Foreigners in a partner organization during five years.
The partner organizations of SHEI ‘Prydniprovska State Academy of Civil Engineering and Architecture’ to conduct distance recruitment of foreign citizens for studies to obtain higher education in PSACEA are as follows:
3.1. Mo Education Services Ltd, which is a resident of Nigeria and meets the above requirements;
3.2. ‘Hadjettele Academy’ Private Foreign Language Courses, which is a resident of Turkey and meets the above requirements;
3.3. Hangzhou Dingying Overseas Educational Services Co., Ltd, which is a resident of China and meets the above requirements.
4. Admission / enrollment of Foreigners for studies at the expense of individuals and / or legal entities may be carried out:
1) three times a year (but not later than 01 October, 15 December and 01 March accordingly), to obtain the first-cycle (bachelor’s) and second-cycle (master’s) degrees;
2) during a year for PhD courses and doctoral research studies.
PSACEA calculates points/notes of an applicant based on the document of the previously gained level of education and establishes the minimum value of points/notes, needed for applicants to be admitted, in general educational subjects, on which the entrance examination for Foreigners is conducted.
Foreigners are enrolled for studies in the relevant cycle of higher education on the basis of results of the entrance examinations in certain subjects and languages of instruction (Table 1), as well as based on academic rights to continue studies provided by the educational degree document obtained in the country of their origin, and through taking into account the grade points entitling to continue studies at the next cycle of higher education according to laws of the country that issued the educational degree document.

Foreigners who have a desire to study for a master’s degree in the majors and educational programmes such as:
‘Construction and Civil Engineering: Industrial and Civil Engineering’;
‘Construction and Civil Engineering: Energy Audit and Energy Efficiency in Construction’;
‘Architecture and Urban Planning: Architecture and Urban Planning’, and
for a bachelor’s degree in the majors and educational programmes such as:
‘International Economic Relations: International Trade and Investment’;
‘International Economic Relations: International Tourism’;
can obtain education by learning in English (subject to the recruitment of an academic group).
5. All categories of Foreigners joining the programme of studies shall be enrolled in PSACEA on the basis of enrolment orders. Confirmation of the fact of studies being undergone by them can be a certificate generated through the Unified State Electronic Database on Education (UEDEBE).
6. Foreigners who are awarded state scholarships under international treaties, national programmes, and other international commitments of Ukraine shall be admitted to the courses of study within the quotas established for Foreigners on the basis of recommendations of the Ministry of Education and Science of Ukraine.
7. Foreigners who come to Ukraine to participate in academic mobility programmes, or to obtain higher education under institutional agreements between PSACEA and a foreign higher educational institution, are admitted for studies subject to contractual obligations.
8. Foreigners who received the higher education documents (bachelor’s or master’s degree diploma) outside Ukraine and decided to continue their studies at PSACEA at the next educational qualification level must undergo the procedure for recognition of such documents in the Ministry of Education and Science of Ukraine.
9. Foreigners and stateless persons, including foreign Ukrainians permanently residing in Ukraine, persons recognized as refugees, and persons in need of additional protection, have the right to higher education on an equal basis with citizens of Ukraine, in particular at the expense of the state or local budget, except as established by the Constitution of Ukraine, Ukrainian laws or international treaties, the binding nature of which has been approved by the Verkhovna Rada of Ukraine.
Foreign Ukrainians whose status is acknowledged by a foreign Ukrainian certificate (except for persons permanently residing in Ukraine) may be enrolled in PSACEA for studies by government order within the quotas established for Foreigners, based on the results of an entrance interview in subjects as determined by the Rules of Admission to PSACEA.
10. Foreigners who wish to study at PSACEA but do not speak Ukrainian shall be enrolled in the Preparatory Department for the Ukrainian-language preparation with a focus of further admission to higher educational institutions of Ukraine. After studying (according to the approved curricula) and successfully passing the final exams, a certificate for admission to higher educational institutions of Ukraine shall be issued. Foreigners who have completed the training course but failed their examinations shall be expelled with the obligatory departure outside Ukraine or, if they wish, will have a right to re-enter the course.
11. Documents required for the invitation to studies:
– an application form filled out in prescribed format;
– a copy of the passport fist page (full name, citizenship, date of birth, passport number, permanent residence address);
– a copy of the certificate of complete secondary education (translated into Ukrainian) and the supplement with academic disciplines and grades earned (points obtained), as well as information on the knowledge assessment system according to which grades are assigned;
– a copy of the signed declaration of consent to processing of personal data;
– for degree seekers under the age 18, their parents or lawful guardians shall execute a notarized power of attorney from the notary public in the name of a legal representative in Ukraine.
PSACEA will consider the documents received and, if the documents meet the established requirements, send to the candidate the original invitation to studies, as well as provide visa support in the Embassy of Ukraine.
12. To obtain an entry visa, you must apply to the Embassy of Ukraine in your or a neighboring country (the invitation to studies will indicate the exact one) with an application for an entry visa according to the original invitation to studies at PSACEA.
Educational documents must be approved by the central education authority of the issuing country and legalized by this country’s Ministry of Foreign Affairs. A notarized copy of each educational document translated into Ukrainian must also be available. Upon receipt of a visa, all these documents shall be legalized at the Embassy of Ukraine.
Foreign citizens who have received a visa to Ukraine must notify PSACEA (cis@pgasa.dp.ua) of their arrival date and aircraft flight number to undergo passport control at the airport of Ukraine. If this information is not provided, the foreign citizen may be repatriated.
Upon arrival in Ukraine, Foreigners must apply to PSACEA and the State Migration Service no later than 15 working days before the expiration of the entry visa to Ukraine. Foreigners who violate these conditions shall be denied the registration documents needed for staying in Ukraine.
13. Documents required for enrolment in PSACEA are as follows:
– a standard application form;
– a passport with the D-visa for entry into Ukraine;
– an original and notarized copy of the document (diploma) on the obtained level of education, as well as a supplement with grades in academic subjects (education documents of Foreigners issued by educational institutions of other countries will be recognized in Ukraine in accordance with the law);
– a medical certificate allowing to undergo courses of study in Ukraine, issued not later than two months before the entry into Ukraine for studies;
– an insurance policy with the provision of emergency medical care (except for Foreigners coming from countries which have concluded an agreement for free emergency medical care with Ukraine);
– a valid Covid-19 vaccination certificate;
– a copy of birth certificate;
– 8 photos with the size of 30×40 mm;
– a return ticket with an open date for a period of 1 year, available for returning home;
– for degree seekers under the age 18, their parents or lawful guardians shall execute a notarized power of attorney from the notary public in the name of a legal representative in Ukraine.
