Scientific Council of Prydniprovska State Academy of Civil Engineering and Architecture (up to 1994 - Dnepropetrovsk Civil Engineering Institute) was established in 1961 based on the Regulations on the Board of Higher Education Institution. The main activities of the Council are to solve the core issues (educational, research, personnel, business, financial performance) of the academy.

Rector Pavel Reznichenko became the first chairman of the board and the head of the Building production technology department Anatoly Bereziuk was elected as a scientific secretary.

Since 1987, rector Vladimir Bolshakov has hold the position of the second chairman of the Scientific Council, and Valentin Glushchenko, Professor of Department of building materials, products and structures technology, was elected to be a Scientific Secretary.

In 1991  Vera Dmitrievna Shcheglova, an assistant of the department of planning and organization of production, became a new Scientific secretary. The current list of Scientific Council members, which includes 70 scientists, was adopted on December 30, 2009. Under the Charter of the Scientific Council of the Academy, it is the highest collective governing body, which is created for 5 years and is in authority of Academy employees.

The Scientific Council of the Academy includes rector’s board (vice-rectors, budget committee manager, and deans), heads of departments, the head of studies, head of science and research library, representatives of public institutions (trade union, veterans, young scientists, students' scientific society) and selected students.

Decisions of the Academic Council of the Academy are brought into action by rector’s orders and directives. Scientific councils of faculties (under presidency of deans) are created at faculties, which consider the basic questions of teaching and educational work, scientific research and personnel work.

1. SPECIALIZED ACADEMIC COUNCIL 08.085.01 with the right to admit and carry out the thesis defenses for qualifying to a Doctor of Science degree in the following specialties:

• 05.13.22 - management of projects and programs;
• 05.23.02 - the basis and foundations;
• 05.23.05 - building materials and products;
• 05.23.08 - technology and organization of industrial and civil construction.

• 05.02.01 – materials science;
• 05.23.01 - building structures, buildings or structures;
• 05.23.17 - building mechanics.
